Respected Sir,
The sentiments and instructions contained in the OM under reference are very humanitarian and welcome. Similarity, the Gramin Dak Sevaks of the Department of Posts are Government (employees holders of Civil Posts) though apart from regular Civil Servants as ruled by the Hon'ble Supreme Court in P.K. Rajamma's case ((1979) 3 SCC 94).
There are set Recruitment Rules and Punishment rules similar to CCS (CCA) Rules 1965. They are governed by conduct rules similar to CCS (Conduct) Rules 1964. They perform all Postal functions as the other Postal employees. They have been brought under service discharge benefit scheme (SDBS) which is similar to New Pension Rules. But as regards facilities given to them- there are few. There is no provision of Family Pension and payment of death Gratuity.
As other Government servants they may the sole bread earner of the family and after their death the family is left in a state of Penury. Thus there is complete case for introduction of family pension for these employees called Gramin Dak Sevaks.
We, therefore request you kindly to consider our views on humanitarian ground and ensure that a scheme of family Pension is introduced for the Gramin. Dak Sevaks of the Department of Posts.
